STATE ENVIRONMENTAL POLICY ACT NOA / Determination of NonSignificance Lead Agency: City of Cashmere Agency Contact: Tammy Miller, tammy@cityofcashmere.org, 509.782.3513 Agency File Number: SEPA2024-01 Description of proposal – Coleman Oil Company is proposing site improvements to the approximate 1.7 AC parcel which will include, decommissioning existing fuel tanks, installing updated fuel tanks (two 25k and one 2.5k gallons) and updating fuel system & islands, adding restrooms, landscaping and 10,000 sq/ft new impervious surface. Location of Proposal – 132 Titchenal Way, Cashmere, WA 98815. Chelan County Parcel # 23.19.04.590.100. Property is in the Mixed Commercial / Light Industrial zone. Applicant – Coleman Oil, Troy Fairchild, troy@cdasse.com , 208.661.3423 Date of Application: 5/7/2024 The City of Cashmere has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the attached Environmental Checklist. Site and Landscape Plans. This information is available at: City Hall, 101 Woodring St., Cashmere, WA 98815 This determination is based on the following findings and conclusions: Project is limited to a single commercial property. All work to be completed is located entirely within property boundaries and, as such, there are no expected long-term effects on the local environment. There are no major traffic, noise, aesthetic, or other physical impacts identified either during or because of the Project. The local right-of-way is not expected to have environmental impacts. The land use of the Site has been consistent since 1995 and no changes are being proposed. As such, no cultural or historical impacts are expected. . No parks are located within the vicinity of the Project area. No impacts to endangered or threatened animal or plant species habituating near the Project area are expected. No other plant or animal concerns exist at the Project location. There are no recreation opportunities within the immediate Project vicinity and thus there are no expected impacts. Local public and emergency services are not expected to be necessary. This DNS is issued under WAC 197-11-340(2) and the comment period will end on July 9, 2024.
