UV MEND's Meadowlark mixed income housing development finally breaks ground
It is a milestone, to be sure. To break ground at Upper Valley MEND's Meadowlark mixed income housing project, off Titus Road in Leavenworth.

There have been so many milestones in the history of this development, it is hard to say how big a milestone this groundbreaking. Harriet Bullitt helped MEND acquire 24 acres in 2000, for an eventual affordable housing project.

It was to be the largest housing development in the history of Leavenworth. That fact made it very difficult for the non-profit group to jump through all the regulatory and financial hurdles along the way. And even with the groundbreaking, there is still a ways to go.

But make no mistake, especially for the many people that have been involved in this project over the years, seeing some dirt moved is a big deal.

"It's hard to describe how exciting this is, to tell you the truth. In some ways, I am still a little skeptical. But seeing dirt move and seeing the structure up here, really makes this look like it is going to happen," said John Agnew, former UV MEND Board president, who has been integral in the develop of Meadowlark over the years. "I always felt, too, it was important for the community to see it physically, for the community to really embrace it, and I am sure they will."

Meadowlark is now a planned 60-lot neighborhood, a mix of affordable and market rate homes. It is MEND's third affordable housing project, and certainly the most ambitious, following Alpine Heights in 1998 and Aldea Village in 2007.

Pine Street property water source appears to be leaky drainage ditch
By all appearances, the Pine Street property should be suitable for building a new Osborn Elementary School. Questions have arisen about the abundance of water on the site. Previously, it was reported to be a stream going through the property.

But now, after further study, the water source appears to be a ruptured drainage ditch.

"We've learned there is a drainage ditch that passes through that site, which is surface water. That drainage ditch had been breached and the previous owner did not maintain any of the ditches," said John Henri, District Construction liaison, at the May 11 Cascade School Board meeting. "The cause of the wetness of the site is because of those breached ditches. This week, we went to the original ditch, and that ditch is dry because there is no water going down the original ditch to the culvert."

FIDO proposes dog park for Leavenworth
Dogs, large and small, roaming around off leash, with their owners in an enclosed multiple acre setting. This would be called a dog park, and it is dream of the Wenatchee based Friends of Improving Dog Opportunities or FIDO. FIDO Director, veterinarian Dr. Carin Smith, a former Plain resident who now resides in Derby Canyon, presented a proposal for a dog park in Leavenworth at the May 12 Leavenworth City Council study session.

"The reason that I am here is because planning dog parks takes years. I am here to give you some information, looking down the road, if and when, Leavenworth will have a dog park. Things to keep in mind about that," Smith said. "The model that most community's use, that have a successful dog park, is they have a cooperative agreement between a volunteer group and the city or county. That's how you get the maintenance done and a lot of the fundraising done."

School District revises plan for home school link program
After doing some research, Cascade Superintendent Bill Motsenbocker said they have revised their plans for a home school link program, which helps assist home school students in the school district.

He said, at the May 11 Cascade School Board meeting, they are still committed to the program. Previously, he said the district would offer a K-8 home school link program.

"But we've learned the teacher or teachers have to be highly qualified by the federal government standard," Motsenbocker said. "What we are recommending we do is offer a K-5 home link program next year. Because we will probably only have one teacher, that will be elementary based."
