County adopts 'Disturbing the Peace' ordinance
Finding the Chelan County's existing noise ordinance difficult to enforce, county commissioners have adopted a new ordinance it is hoping will stand up in court. Meantime, the city of Leavenworth is gearing up to enforce its own noise ordinance this summer and fall.

The former county ordinance contained terminology the courts had found vague and unenforceable, said Keith Goehner, Chelan County commissioner.

Big pool, big sewer bill
Rising sewer bills for the city pool sounded alarm bells for members of the cash-strapped Public Recreation Service Area (PRSA) Board. The utilities at the pool were rising exponentially. In fact, the utility rates were double that of nearby Cashmere.

The PRSA came to the city of Leavenworth, asking if there were anything that could be done. In 2009, the PRSA paid $692 per month for sewer. In 2011, the rate rose to $801 per month.

"I had to delve deeper to see what it is about our rates that makes it so different from other communities," said Chantell Steiner, City finance director, at the May 8 city study session. "It was our sewer rate, because the pool is in a commercial zone. The way we do commercial sewer is based on water use, multiplied by ERUs."

The pool does fill itself and does cycle a large amount of water, she said. Based on the pool's water usage, the sewer rate is closer to 10 percent.

City Council concerned about highway traffic back ups and crosswalks
As the Leavenworth City Council was reviewing their six-year transportation improvement plan, two topics of discussion related to the flow of traffic through town along U.S. Highway 2 and the crosswalk across the highway.

The council, at the May 8 study session, expressed concern about the traffic back-ups on the highway, particular during holiday weekends.

Councilman Tibor Lak said they have to remember to talk to the Washington State Department of Transportation (WSDOT) about managing the traffic lights through town on the busy weekends.

"Memorial weekend is coming up. Usually by Monday, the traffic is backed up to Peshastin because those lights don't stay open long enough," Lak said.

Leavenworth Spring Bird Fest coming up May 17-20
Celebrate nature and the spring migration at the 10th Anniversary of Leavenworth Spring Bird Fest, May 17-20 in Leavenworth. Field trips galore, presentations, art shows, lectures, and great entertainment are highlights of Leavenworth Spring Bird Fest.

Special guests are Keynote Speaker Dr. David Craig of Willamette University, conservation biologist/author Dr. Thor Hanson (FEATHERS: Evolution of a Natural Miracle), guest artist Ed Newbold, singer/songwriter/biologist Michael Carlos, who will lead bird walks and entertain at the Songbird Concert, and Sarvey Wildlife Center in Arlington returning with live owls, hawks, eagles and an excellent educational message. Bird Fest Central is back at the downtown gazebo with entertainment there on Saturday. Thanks to new partner Team Naturaleza/Dancing with Birds, there is a strong Latino connection.

City officials considering biennial budget
The Leavenworth City Council is considering a switch from an annual budget to a biennial budget. The topic was first broached at the last city council retreat. The council revisited the issue at their May 8 study session.

Primarily, said Joel Walinski, Leavenworth City administrator, the use of a biennial budget requires a longer planning process. There is still an annual budget retreat, and changes can be made, as usual.

There was an update on Rediscover Leavenworth again. It is for our local shoppers. We will be giving away a $1000 travel voucher this year. Be sure to ask for your token if you are a local shopper. If any of the merchants need more vouchers, please call Cary and we will get them to you. The vouchers are $30 for 50. Remember, we need to get these local shoppers back into Leavenworth. The Easter egg hunt with the Lions Club was another success. A letter was read from the Lions Club. It said the BVBA's involvement with the Lions Club made it another success story. We want to thank all who donated the prizes. The three bicycles all went to local kids, who were very excited to win a bicycle as part of an Easter egg hunt. Next year, we hope to get the egg hunt back at Enchantment Park, if the weather cooperates.

Spring salmon

Anglers have been very nervous about the spring salmon season on the lower Columbia River. Dam counts were very low, but did take serious uptick last week. Although the spring salmon numbers may not reach forecasts levels, salmon fishers enjoyed fair to good fishing last week. I fished Drano Lake with Herb Good and Ed Iman before the run took a turn for the better, but Good did manage to get us a fish. We only saw five other fish caught at Drano that day. I fished off the Wind River mouth with Shane Magnuson later in the week. We had a rough start in the morning, losing two of the three fish we hooked. We took a break for breakfast and went back for the afternoon bite. At one point we had a triple on and two were keeps. We did get another fish to limit his clients and Shane also boated a small jack. The afternoons have been very good off the Wind River, with very early morning bite brief. Fish are very late this year but fishing for these prized spring salmon is better now and would be worth the trip, especially since the weather has been fantastic. It was warm and calm most of the days I was there.

Be aware, ticks are plentiful
Visitors to the Okanogan-Wenatchee National Forest are enjoying beautiful wildflowers, views of nesting waterfowl, wildlife, and unfortunately also finding that the ticks are just waiting for a free meal! Forest Service employees are reporting that ticks are very abundant in the woods right now, and it is not uncommon for them to find two, three or more ticks on their bodies after a day's work in the woods.
